It will only use the files you've put inside the Data > Temp folder. The downgrader will now run in offline mode and does not download any file drom the internet.

Run the downgrader using the 'LaunchInOfflineMode.exe'. Do not extract the files! Just copy & paste them in there. Place the downloaded files inside the Data > Temp (If Temp folder doesn't exists, you can just create it) folder of the GTA IV Downgrader. For example: If you want to downgrade to 1080, and want to use the Legacy Radio Downgrader, you download these 2 files.
